The Preparation for Adult Living (PAL) program was implemented to ensure that older youth in substitute care are prepared for their inevitable departure from the Department of Protective and Regulatory Services' care and support. The PAL program's goal is to provide each of the youth with the skills and resources they will need to be a productive adult. Youth 16 and older who are residing in PRS paid substitute care are required to be provided PAL services.
