DFPS expects to lose the ability to claim Medicaid for CPS targeted case management services based on a determination by the federal Center for Medicaid and Medicare Services (CMS) that these services are actually child welfare activities and should not be funded with Medicaid. Under targeted case management, Medicaid is claimed for activities such as assessment, case planning, service coordination or monitoring, and case plan reassessment that assist the target population in gaining access to medical, social, educational and other services. Texas has been claiming Medicaid for targeted case management since 1994 when CMS approved the state plan amendment and the agency’s cost allocation plan that included this Medicaid program.
With the assumed loss of this federal funding, DFPS will be unable to maintain current CPS direct delivery staffing levels in Strategy A.2.1 Child and Family Services. This exceptional item restores 485 FTEs each year, and along with the exceptional items to restore CPS baseline staffing due to the phase-in of CPS staff during FY 2004-2005 (Exceptional Item 4) and to add staff to address caseload growth (Exceptional Item 7), maintains the projected FY 2005 CPS caseload per worker of 25.9 (CPS workload equivalency measure).
