Anna E. Howe joined DFPS in June 2026 as Chief Audit Officer where she brings more than 15 years of distinguished public-sector audit experience. A Certified Internal Auditor and Certified Fraud Examiner, Anna has built a career defined by rigor, principled leadership, and a deep commitment to strengthening the systems that serve Texas families.
Anna joined DFPS from the Texas State Auditor's Office, the independent audit agency of the State of Texas, where she most recently served as Audit Manager. In that capacity, she directed multiple concurrent audit engagements, served as the primary internal audit liaison for health services agencies statewide, and managed a team of auditors across all experience levels. During her tenure at the State Auditor's Office, she rose from Auditor to Managing Senior Auditor, earning recognition as a trusted leader in performance, financial, and compliance audit work.
Throughout her career, Anna has led consequential audits directly relevant to DFPS operations, including performance-based contract audits and on-site, financial audits of residential foster care contractors. This firsthand experience with the agency's accountability landscape positions her uniquely to advance the integrity and effectiveness of DFPS's internal audit function.
Anna holds a Bachelor of Arts in Economics and Finance from the University of Dallas.
