Vicki Kozikoujekian joined the Texas Department of Family and Protective Services in September of 2020 as Deputy General Counsel and now serves as General Counsel.
Prior to that she represented the County of Los Angeles, its Board of Supervisors, departments, commissions, and related agencies for more than 21 years. During her tenure, areas of legal practice included the prosecution of child abuse and neglect, general litigation, contracts and procurements, elections and campaign finance, open meetings, public records, and conflict of interest.
From 2017 to 2020, she served as the chief legal advisor to the Los Angeles County Department of Mental Health. In this capacity, she oversaw the delivery of legal activities, including long and short range planning, development and presentation of legal opinions, and legislation regarding mental health. Her oversight of litigation included a class action involving foster youth with mental health needs.
Vicki has a Bachelor of Arts degree in Political Science from the University of Southern California and a Juris Doctor degree from Whittier College School of Law.
