Assessment of Foster Care Lengths of Stay and Permanency Outcomes in Harris County, Texas (April, 2014)

The Texas Department of Family and Protective Services (DFPS) appreciates the extensive work of Casey Family Programs on the “Assessment of Foster Care Lengths of Stay and Permanency Outcomes in Harris County, Texas.” We agree with the overall findings and recommendations. However, we are modifying the timeframe noted for the recommendation to move 600 children to permanency by December 31, 2014.

DFPS agrees with the report's finding that in order for the permanency effort to be successful there must be thoughtful planning and coordination. While Casey Family Programs has agreed to provide technical assistance for the project, DFPS is still working to identify the specific children noted in the report at this time. Additional resources and funding for travel and contracted staff services are likely to be necessary and DFPS needs time to assess both internal and external resources for this important effort.

DFPS assumes that once the implementation plan is established, a six month timeframe is more realistic.  We will immediately begin creating a plan to safely achieve permanency for these children.
