Human Trafficking: Alternative Trainings to the Universal Model
This page contains information for providers who do not wish to utilize the DFPS Universal Human Trafficking Prevention Training – Train the Trainer Curriculum. As stated in the T3C System Blueprint, under the entry for “Universal Human Trafficking Prevention Training” in the Commonly Used Terms section:
“… Providers may choose to adopt this model {Universal Human Trafficking Prevention Training} and train their staff and Caregivers, or they may submit, as a part of the Credentialing process, a different model they intend to use to meet this requirement under T3C… This training is required and funding to support this training has been included in the daily rate for all Service Packages.”
This page describes the process for when a provider wants to pursue the alternative option of submitting a Human Trafficking training curriculum/model for review and approval as part of becoming Credentialed.
Exceptions
Providers who cannot use the DFPS Universal Human Trafficking Prevention Training (commonly referred to as UHTPT) Train-The-Trainer model and curriculum are those providers applying to be Credentialed in one of the three Service Packages designed specifically to serve victims/survivors of Human Trafficking, because the provider will need to use a training that is specific for prevention for that population of children, youth, and young adults. The provider may elect to design this training or purchase an already developed training model which will be reviewed as a part of the Credentialing process. The information contained in the “Universal Human Trafficking Prevention Training DFPS Core Components Equivalent Curriculum Guide” linked below may be useful in evaluating potential training models, but because of the unique needs of that population, those models will not be evaluated in the same way as model/curriculum that is only intended to be equivalent to the training for other service packages that are not exclusively focused on children who are victims/survivors of Human Trafficking , and the “Universal Human Trafficking Prevention Training Equivalent Curriculum Application” linked below will not need to be utilized.
Equivalent Curriculum Application and Review Process

Step 1: Equivalent Curriculum Development or Selection
Providers interested in submitting an equivalent curriculum to meet the requirement for Universal Human Trafficking Prevention Training (UHTPT) should carefully review or develop the selected curriculum in accordance with DFPS UHTPT Core Components, found on the document linked below. The DFPS UHTPT Core Components are the standards used to assess equivalent curriculum.

Step 2: Complete and Submit an Application and Training Curriculum for Review
Submit the completed Application linked below and the UHTPT Equivalent Curriculum to DFPS as part of the Interim Application for Credential, as indicated in Section II.E of both the CPA and GRO Interim Applications. Submissions must include all of the following, as applicable:
- Universal Human Trafficking Prevention Training Equivalent Curriculum Application
- the course outline,
- all content,
- all handouts/resources provided,
- entire training slide deck, and
- trainer script and/or notes.
Step 3: Review Process
The submitted training curriculum will be reviewed by a designated T3C Compliance Analyst, followed by a second-level review by the DFPS Human Trafficking Division. The Compliance Analyst will notify providers of approval or the need for enhancements to the model/curriculum.
