What is Community-Based Care?
Community-Based Care (CBC) is a way of providing foster care and case management services. It's a community-based approach to meeting the individual and unique needs of children, youth, and families.
Community-Based Care Contracting Opportunities
The Texas Department of Family and Protective Services (DFPS) contracts within a geographic service area with a single contractor, officially known as a Single Source Continuum Contractor, or SSCC. The SSCC is responsible for finding foster homes or other living arrangements for children in state care and providing them a full continuum of services.

Texas Government Code Sections 2054.126 (d)(4) and 2261.253 require each state agency to post specific procurement information on its website. This information is made available to comply with the requirements for transparency in state agency contracting and procurement. Active DFPS contracts may viewed on the DFPS contracts webpage.
Information regarding contracts valued at over $50,000, this includes Single Source Continuum Contractor (SSCC) contracts, may be found on the Legislative Budget Board (LBB) contracts webpage. Members of the public are welcome to review these step-by-step instructions to locate and download copies of DFPS contracts uploaded to the LBB Contract Database.
