Intensive Psychiatric Transition Program (PATS 2782)
The items below are added to incorporate policy on the Intensive Psychiatric Transition Program (IPTP).
This policy was initiated with the issuance of PSA 08-038 on November 20, 2007. A revision of DFPS rule §700.2383, effective September 1, 2009, now requires only one psychiatric hospitalization in the preceding 12 months for a child to qualify for the program. When the policy was initiated, three psychiatric hospitalizations were required in the preceding 12 months.

Permanency Care Assistance (PATS 3492)
The items below are revised to:
• describe the benefits provided by federally funded permanency care assistance, which pays relatives for the costs incurred in taking permanent custody of a child in state care; and
• explain the eligibility criteria for extending permanency care assistance to youth who are 18-21 years old (for consideration, the agreement to extend must be signed when the youth is between the ages of 16 and 18).
Permanency care assistance is one of a number of programs that address the requirements of the federal Fostering Connections to Success and Increasing Adoptions Act of 2008. The act increases the likelihood that a child will leave foster care to live permanently with relatives or adoptive families by providing and extending services to relatives, children in foster care, and adoptive families.
CPS staff were informed of these policies with the release of PSA 10-104 on May 24, 2010.

Youth in DFPS Conservatorship Who Are Parents (PATS 2448)
The items below are updated to include policy and procedures for working with youth who are in DFPS conservatorship. These approaches vary, depending on the level of risk regarding abuse and/or neglect by the youth parent, whether any safety issues may be involved, court orders, and financial concerns. There is a corresponding procedure in IMPACT to follow for each approach that addresses issues of stage, service plans, creation of second cases, merging of cases, where to record conservatorship removal, etc.

Extended Court Jurisdiction for CPS Youth Who Have Turned 18 (PATS 2927)
The item below is added to reflect House Bill 704, 81st Legislative Session, which extends the ability of CPS courts to continue jurisdiction (not conservatorship) after a CPS youth turns 18 under certain circumstances. House Bill 704 is now a part of Family Code 263.600-263.609. See:
