Handbook Revision, September 1, 2017
This revision of the Statewide Intake Policy and Procedures Handbook was published on September 1, 2017. Summaries of new or revised items are provided below.
Assessing for Prenatal Exposure to Drugs and Alcohol (PATS 10017)
This policy has been updated to clarify that a child must be born alive before CPS has jurisdiction to become involved. It also clarifies that in order to support a physical abuse allegation, the newborn must have experienced physical harm as a result of the mother's substance use. Otherwise, neglectful supervision is considered. See:
4431 Concerns Regarding an Unborn Child 4431 Prenatal Drug or Alcohol Exposure
4431.1 Drug or Alcohol Use During Pregnancy (Unborn Child)
4431.2 Drug or Alcohol Use During Pregnancy (Post Delivery)
4431.3 4431.2 Miscarriage or Fetal Demise
4433 Refusal of Medical Treatment Based on Religious Beliefs [Note: This section was mistakenly not included in the September revision. It was removed from the handbook when the error was discovered in October.]
