Handbook Revision, October 2, 2023
This revision of the Statewide Intake Policy and Procedures Handbook was published on October 2, 2023. Summaries of new or revised items are provided below.
Alleged Perpetrator (PATS 13892)
Updates were made to SWI Handbook, section 4122, regarding an alleged perpetrator (AP) for CPI to reflect changes made by CPI in the Child Protective Services Handbook, 2121 Reports Within CPI Authority to Investigate.
Updates were made to DCI and RCCI chapters for an AP’s age to include 10 years old and up for consistency with other age references in the sections and the SWI handbook. Also, RCCI jurisdiction is clarified for when child on child abuse doesn’t happen at a facility or under the supervision of someone under the auspices of the facility.

Placements for Children in DFPS Conservatorship (PATS 13907)
This policy was modified to:
- Add clarification about placements, including placement breakdown and the policy that a caregiver in a kinship placement cannot be an alleged perpetrator (AP) for refusal to assume parental responsibility (RAPR).
- Provide additional clarification about when an additional I&R to Existing Case is needed.
- Reduce redundancy across the handbook.

This policy revision does the following:
- Updates policy about complaints about field staff, including how SWI handles these complaints.
- Clarifies how SWI processes reports in which a youth in conservatorship has a child, but the child is not in DFPS conservatorship.

Minor Changes for Clarification to SWI Interviewing and Assessment, the CPI and CPS Chapter, and the RCCI and RCCR Chapter (PATS 13988)
This policy update does the following:
- Adds minor changes to calling a reporter (REP) back.
- Addresses facility units and dorms.
- Addresses assessing and routing reports for ICPC cases.

- Removes the name of a contracted facility.
