Handbook Revision, December 2, 2024

This revision of the Statewide Intake Policy and Procedures Handbook was published on December 2, 2024. Summaries of new or revised items are provided below.

Minor Updates about Reentry, I&R, and CRSR (PATS 14282)

This policy revision does the following:

  • 2850 – removes a sentence because a form is used now, instead of a template.
  • 3110 and 3120 – clarifies that individuals being principals (PRNs) in an existing case constitutes relevancy to send an I&R.
  • 3121.6, 4561.25, and 7730 – clarifies how an I&R to Existing PI Case appears in IMPACT.
  • 3172 – clarifies that an I&R Referred to HHSC is appropriate to send when there is no other report type needed for APS or PI.
  • 4615.2 – clarifies that SWI specialists use the Floor Support channel.

7730 Dual Jurisdiction between PI Community and Another HHS Division

Incidents, Victims, or Perpetrators Out of State (PATS 14285)

The following policy sections were updated:

  • 2851—Removed bullet regarding an Information and Referral (I&R) type sent to an open Adult Protective Services (APS) or Health and Human Services Commission (HHSC) Provider Investigations (PI) case when information meets the legal definition as this is addressed in previous bullets.
  • 4821—Added language to clarify that Child Protective Investigations (CPI) does not have statutory authority to conduct welfare checks.
  • 5223.9—New policy provides guidance on how to assess jurisdiction when the client, alleged perpetrator, or incident of abuse, neglect, or exploitation is out of state.
  • 6632—Removed language regarding child specific contract and corrected link to 6123.

This policy revision updates SWI’s labels and examples of issues that could affect the safety and well-being of field staff, as well as instructions for documenting these issues.
