1000 How to Use This Handbook
Title IV-E Finance Handbook for County Contracts August 2009
This handbook was developed by the Federal Funds Division of the Department of Family and Protective Services (DFPS). Its purpose is to provide technical assistance and support to DFPS and county employees who handle Title IV-E contracts between the county and DFPS.
DFPS and county employees follow the procedures described in the handbook to implement the county outreach program required by Texas Human Resources Code §40.0566. The procedures comply with Title IV-E of the Social Security Act; guidance from the federal Office of Management and Budget (OMB); the policies of the federal Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Children’s Bureau; and other relevant federal and state laws.
