8232 Parent and Caregiver Training
8232.1 Basic Training — Parents and Caregivers

A worker may authorize basic training when parents or caregivers need to improve their parenting skills. The training may be provided individually or in groups and in any appropriate setting, including the home. When a worker authorizes training or when a court orders training, the parenting education programs must be:
• evidence-based; or
• promising practice.
These programs must be used and offered in the parent’s or caregiver’s community, when such programs are available.

8232.11 Determining Eligibility

Parents, relatives, and other significant caregivers are eligible for this service. Children may live in their own homes, with relatives, or other substitute caregivers.
8232.12 Identifying Available Services

A contract for basic parent or caregiver training must provide for the teaching and modeling of knowledge, skills, and behaviors in the following areas:
• Growth and development of children
• Behavior management and alternatives to physical discipline
• Parent-child relationship, including communication skills
• Child care
• Nutrition, hygiene, and other fundamentals of physical care, and
• Nurturance of children
Note: Participating in staffings for case planning and appearing in court to provide testimony are also required when they are requested.

When IMPACT is Unavailable
If the IMPACT case management system is not functioning or the worker is otherwise unable to access it, the worker may authorize basic training for parents and caregivers by submitting a paper copy of Form 2054, Service Authorization.

Workers should maintain monthly contact with the contractor to determine the client's level of participation and ability to process and implement new information.
To authorize additional units of service or extend or reauthorize the service, the worker must follow the procedures in:

8232.2 Special Needs Training for Parents and Caregivers

A worker may authorize special needs training when parents or other caregivers need to improve their ability to care for children with special medical, developmental, or social needs. The training is provided by appropriately qualified experts either individually in the client's home or in groups.
8232.21 Determining Eligibility

Parents, relatives, and other significant caregivers including foster parents are eligible for special needs training. Children may live in their own homes, with relatives or other substitute caregivers, in pre-consummated adoptive homes, or in foster care.

The services available through the contract must include:
• teaching and modeling of knowledge, skills, and behaviors that allow the parent to meet the child's special medical, developmental, and social needs;
• participating in staffings for case planning; and
• appearing in court to provide testimony, when needed.
