8243 Treatment

8243.1 Counseling — Individual, Family, and Group

A worker may authorize individual, family, or group counseling to meet the identified need for treatment.

8243.11 Determining Eligibility

Clients who are eligible for individual, family, or group counseling include:

  •  Children and their family members in open CPS cases; or

  •  Foster and prospective adoptive parents when the service helps to determine or maintain an appropriate placement.

Note: Counseling services may also be provided to foster or adoptive parents to support and stabilize placements of children in care and to prevent disruptions. Medicaid will cover only the eligible client. Title IV-B funds should be used to cover counseling services for family members and foster and adoptive parents.

8243.12 Identifying Available Services

The counseling services available through the contract must include any or all of the following:

  •  Individual counseling;

  •  Group counseling;

  •  Family counseling.

The contractor must be available to:

  •  Appear in a court to provide testimony when needed;

  •  Participate in staffing for the client's case planning; and

  •  Prepare a written report to staff within the time frames established in the contract, and, if requested, an oral report.

To authorize counseling, workers must enter the following details into the IMPACT case management system:

Note: Family counseling is authorized in the name of the oldest Medicaid-eligible family member; if this is a child, then select the oldest child in the sibling group. The family member selected must be in an open IMPACT stage.

*Individual or family counseling may be provided in the home. Missed appointments in these instances should be addressed in the same manner as if the incidents had occurred in the office.

** For group counseling, the unit of service is either one hour per group or one hour per client. The contract manager must negotiate with the contractor to determine which unit of service the contractor will use.

8243.15 When IMPACT is Unavailable

If the IMPACT case management system is not functioning or the worker is otherwise unable to access it, the worker may authorize counseling by submitting a paper copy of Form 2054, Service Authorization.

8243.16 Handling Additional Duties

The CPS worker must maintain communication with the contract provider:

  •  to ensure the client is receiving adequate and appropriate services to meet the need for treatment, and

  •  to determine the client's level of participation and progress.

8243.17 Adding, Changing, or Terminating Service
