Title IV-E Training Contracts Financial Handbook August 2009
The handbook was developed by the Federal Funds Division of the Department of Family and Protective Services (DFPS).
The handbook provides technical assistance and support to DFPS and university employees who handle Title IV-E contracts between the university and DFPS. It explains the fiscal requirements of Title IV-E of the Social Security Act (§670 et seq.).
The procedures described adhere to the requirements of the following:
• Title IV-E of the Social Security Act
• The Office of Management and Budget (OMB)
• The Children’s Bureau of the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services (DHHS)
• Other relevant federal and state laws
